District Representative Duties and Responsibilities
District representatives are essential to the operation of the GCA to ensure representation of the residents in their district (as defined in the GCA Bylaws – Exhibit A District List) to provide communications about board priorities, concerns and actions to those residents and to encourage membership in the association.
District representatives are elected during the Annual Meeting on the first Tuesday in June each year. Their term of office begins on July 1 and ends on June 30 the following year. District reps report to the GCA president and are expected to:
Attend GCA Board Meetings: The board meets at 7:30 p.m. on the first Tuesday of the month (except when November elections or other conflicts arise) at the Cale Community Center. Rescheduled meetings will be announced at least one month prior.
Support GCA-sponsored Events: Show your support of GCA events and community activities by assisting with the organizing and staging and then attending the events to interact with the residents in your district.
Participate on Nextdoor.com: Create and maintain an account with the Greenbriar Fairfax neighborhood on Nextdoor.com to respond to resident inquiries and promote GCA events and activities. Encourage your block captains to join and contribute as well.
Disseminate Information: Provide brief updates on community affairs to block captains via email monthly or more often if necessary.
Be a Resource:
- Help district residents solve community issues through block captains when appropriate.
- Periodically review the streetlights in your district to check on any that are out at night or that stay on during the day. Call Dominion Energy at 1-866-366-4357 to report the serial number on the pole and the street address or use https://www.fairfaxcounty.gov/publicworks/capital-projects/report-streetlightoutage to report it.
- The Virginia Department of Transportation (VDOT) maintains Greenbriar streets and sidewalks. Report potholes and road obstructions or request a sidewalk repair by calling 1-800-367-7623 or going online to https://my.vdot.virginia.gov. If it’s an emergency situation, call 911.
Advocate: Represent and advocate for district and community issues. Articulate and take a position on issues to guide your district and board decisions.
Serve on Committees: Engage in GCA committees that may benefit from your knowledge, skills or interests.
Legislate: Introduce motions when appropriate.
Distribute the GCA Membership Brochure: District reps or their block captains should deliver the GCA membership brochure to new residents to welcome them to Greenbriar, advise them of GCA activities and resources, and encourage them to join the association.
Attend Block Captain Appreciation Party: At the completion of the online membership renewal period, it is necessary to call on those residents who have not yet renewed or paid their membership dues. In preparation for the BCAP, the president will compile member drive packets that list the membership status of the residents in each district by block. District reps are expected to attend the BCAP to distribute member drive packets to their block captains and provide all directions and instructions as needed. Express appreciation for each block captain’s volunteerism and recognize the importance of his/her activities on behalf of the neighborhood. Foster a relationship of information sharing.
Produce Completed Member Drive Packets: Collect and tally all member drive packets and return the completed packets to the president by the due date.
Update District Block Captain List: Maintain all relevant information on block captains for your district. Notify the president and membership manager of any changes. The outgoing district representative should present a current and complete list to the incoming representative.
Replace Block Captains: Find and train new block captains for your district if the current block captain is unable to continue to serve or if the current block captain is not fulfilling his/her duties or responsibilities.
